Railway as an important infrastructure of the country and popular transportation tools, both safe and economical, convenient, affordable, all-weather transport, and fast speed, large capacity, safe and comfortable, energy-efficient emission reduction efficiency, etc.. It is because of these characteristics that it determines its important position in the national transportation system, and has played a significant role in the development of the national economy. After the State Council approved the "medium and long term railway network planning", the railway project will set off a new climax.Project management is a key part of the project risk management, especially in the modern large-scale projects, the project risk management can not be ignored. In the project risk management, the goal of cost, schedule and quality objectives, is considered an important three goals, but also is considered to be the focus of project risk research.Progress risk refers to the various obstacles in the construction process of the project and the progress of the project schedule and the indefinite factors. Therefore, if we do not take effective scientific and control measures to these factors, then it will cause the project duration delay, and ultimately cause serious economic losses and waste of resources. This paper firstly discusses the types of risks and risks, and then expounds the characteristics of the progress risk, the progress risk and the results of the progress risk of the railway engineering construction project. Secondly, the specific measures of schedule risk management are described, including risk identification, risk assessment,risk assessment and risk management. Each link is an important part of project schedule risk management. So we need to take the common risk assessment methods, especially the method of layered analysis as the main method to establish a fuzzy comprehensive evaluation model. Through this model, on the one hand, it proves the correctness of the management model of project schedule risk. On the other hand, it also affirms the status and value of the layered analysis method in the analysis of project schedule risk management.The article also carried out on the model of a railway engineering construction project conducted in-depth detailed analysis of schedule risk, will affect the project construction schedule risk factors is divided into two levels, then use AHP method two weight calculation, finally the model evaluation results, summed up the corresponding conclusion. Study on the risk for a railway construction project is analyzed and the evaluation, also put forward reasonable measures from the three aspects of natural risk,technology risk and technology risk on the project schedule risk management, have a very strong reference and research significance.
