Research On Low-carbon Transport Development In Xining City

With the rapid growth of the global economy and energy consume increasing constantly, people pay more attention to environmental pollution which serious threat ecological environment and their survival and greenhouse effect. Both of domestic and overseas research found that carbon emission is the main reason for the temperature rise of the global climate, The 2009 Copenhagen Declaration reach an agreement that we should accord view of science, so that reduce carbon emission.Our country also put forward its commitment to achieving a 40% to 50% reduction in carbon emissions per unit of GDP by 2020 compared with 2005.In the background of promote low-carbon economy, transportation as a spender of energy consume and carbon emission need to develop in a way of low-carbon,The State Council set transport as key energy saving industry.In the case of developing Low-carbon transportation become inevitable choice for the development of cities, this paper will study on the passenger transport carbon emission present situation of Xining and low-carbon development strategy, in order to provide reference for low-carbon transportation.At first, this paper make a comparative study on domestic and overseas lowcarbon transportation development situation and relative achievement, analyze and induce their low-carbon transportation experience, from architecture of Xining passenger transportation system and development features, explore problems of developing low-carbon development in urban areas.In the second place, the passenger transportation carbon emission as the main research object.According to the traffic situation of Xining,The carbon emission of passenger transport in Xining from 2011 to 2015 was estimated using the "bottom up" IPCC model, combined with Text Image method,the distribution of carbon emission directly show the bus station in the urban area.This paper utilized scenario analysis,the government plan as external conditions,by the prediction of the three scenarios for the 2020 Xining passenger transportation carbon emission, verify that rail transit and new energy vehicle use are effective ways to develop low carbon transportation in Xining, it has important meaning to promote social and economic sustainable transportation development in Xining.At last, this paper puts forward the development strategy of low-carbon transportation development in Xining, based on the carbon emission of current passenger transport, from three aspects of policy, technology and planning, the specific measures for the development of low carbonization of passenger traffic in Xining are put forward.
