With the development of the third industry,energy shortage and environmental pollution are becoming more and more serious,and the excessive consumption of energy has become the main problem that people are facing in twenty-first Century.Industry,transportation and construction together constitute the main part of social energy consumption,of which the proportion of building energy consumption,especially public building energy consumption showed a rapid growth trend.In 2014,China's total energy consumption of buildings in the world ranked second,second only to the United states.Can be seen from the construction industry to start energy-saving is important.Energy consumption of office building organs as a necessary part of the total energy consumption of public buildings,energy-saving potential is great,in accordance with the national conditions of our country,improving the energy consumption quota system is an effective way to realize energy saving and emission reduction of office buildings.This paper uses the method of classification sampling survey of unequal proportion.17 regional office buildings in Shandong Province were investigated.The research work began in July 2015.After half a year,a total of more than 1000 government buildings were researched.The content of this research related to the basic information and energy consumption within three years(2012-2014).The final purpose of building energy consumption quota is to develop energy consumption quota index.This paper based on the distribution of energy consumption and the accuracy of the survey data in the northern cold regions.Taking Shandong Province as an example,the paper establishes three kinds of energy consumption index values,heating energy consumption,total energy consumption(excluding heating energy consumption),totalenergy consumption of buildings(air conditioning heating and cooling).Each kind of index is formulated as constraint value and advanced value according to different constraint levels.Energy consumption quota is clear but the actual process is complex.Firstly,according to the principle of mathematical statistics,the energy consumption data is made statistical analysis.According to the Pauta criterion of processing data,determine the statistical quota by the method of quota level.Then,taking a certain office building as the standard building,the software of DeST was used to simulate the energy consumption of buildings of each city,getting the technical quota.At last,the quota of energy consumption of office buildings in different cities is determined by the method of statistical quota and technical quota.Building energy consumption and carbon emissions are closely related,energy saving and emission reduction are inseparable.Study on energy consumption quota is starting from the view of total control.Similarly,the construction of carbon emission in China has entered the stage of total control.On the basis of building life cycle theory,this paper put forward the calculation method of carbon emissions during operation by example.Carbon quota is given according to the energy consumption quota of office buildings.Finally,the energy saving and emission reduction strategy was kicked out of the various stages of the whole life cycle of the office building,providing some theoretical basis for the energy policy and environmental protection policy of the office buildings in cold regions.
