On the research basics of technical and economical characteristics and energy exhaust and emission characteristics of several main traffic modals, in this paper, the carbon emissions of Shijiazhuang city is estimated, and the countermeasures for realizing Low-carbon traffic in Shijiazhuang city are studied too by trend extrapolation method and scene analysis method.According to the differences between different traffic modes such as accessibility, convenience, riding comfort, reasonable service scope, as well as energy exhaust and emission characteristics, and starting from the basic situation that urban population density is centralized in our country, it is found that establishing an urban traffic system which public transportation is taken as the leadership and non- motorized transportation is taken as a supplement is the safeguard for realizing the Low-carbon traffic.Based on the three times traffic survey materials of Shijiazhuang, the total resident trip numbers, frequencies of percentage of different traffic means and the trip distance are acquired and arranged. Meanwhile the carbon emissions of different traffic means are calculated by the carbon emission modals. By trend extrapolation method and scene analysis method, the corresponding eigenvalues of future year are predicted, and then the carbon emissions under different situations of future year are predicted. In conclusion, to realize the Low-carbon traffic, the development of car should be restrained; pedestrian, bicycle traffic and non-motorized transport should be advocated; and the bus mode proportion should be increased.According to the Low-carbon traffic development control requirements and carbon emissions targets and the present situation of Shijiazhuang, several measures for Low-carbon traffic development are proposed from three aspects which are urban policy implementation, urban planning management, and the high-tech. The practical measures conclude several aspects such as optimizing the trip structure, adjusting land use patterns, improving real load rate, road strengthen, intensifying study enforcement efforts of energy conservation and emission reduction technology, and intensifying utilization enforcement efforts of green energy, which will provide advice and reference for government decision-making departments and urban planning management departments.
