Man cannot live without the support of energy, and the strategic materials,such as electric power, coal and oil and etc is related closely to people’s lives. As a pillar industry in our country, the electric power enterprises play an important role in driving the steady and healthy development of the national economy. Among, low calorific value of coal power project can recycle waste resources,give full play to the resource advantage of coal mine, it has great environmental benefits and social benefits. Thus, low calorific value of coal power project is the main development direction of electric power environmental protection projects in recent years.In this paper, the relevant project risk management theory and method have been used in the implementation process of Hequ low calorific value of coal power project. Through the decomposition of the work in the process of project implementation,it determines the project scope and objectives and makes the project schedule plan, then, it achieves the analysis, identification and evaluation of risk with the aid of the risk management methods, techniques and tools, and finally puts forward targeted measures for risk response and control, to achieve the project’s overall risk management. The researches on Hequ low calorific value of coal power project are as follows:Firstly, we tried to understand and master the related methods of project risk management theory and process through reading a lot of literatures. And the reality of the Hequ low calorific value of coal power project has been analyzed according to the related project data and information under current situation.Secondly, according to the theory of project risk management, it analyzes and identifies risk of the project, and then the risk had been indentified will be evaluated by the way of analytic hierarchy process(ahp), and at the same time, the key risks of project implementation process are found out.Thirdly, in combination with the practical situation of power project, it puts forward corresponding measures to deal with the key risk and to control risks, in this way, it provides certain theoretical guidance for the smooth implementation of the project.
