At present,China has formed a transportation pattern of “Western Coal to East,North Coal and South Transportation”,due to the uneven distribution and use of coal resource.Qinhuangdao,Tangshan,Tianjin,Huanghua,Qingdao,Rizhao and Lianyungang are the main ports for coal sea-rail combined transportation.Among the four major coal sea-rail combined transportation ports in the north,Qinhuangdao and Tianjin Port are located in the urban area.The channel and port shoreline resources are limited.The urban environment and security impact are sensitive,and the expandable space is very limited.Tangshan Port and Huanghua Port are new developed and constructed ports.They are far away from the urban areas,and have large land and shoreline resources,and still have room for further expansion,among them,the design throughput of Huaneng Caofeidian large-scale coal terminal reaches 60 million tons,which is an important supplement to the port node of Chinese " North Coal and South Transportation " transport channel.However,considering the whole cycle of the project,it faces certain risks in the bidding decision-making stage,design stage,construction stage and operation stage,it will bring huge losses once the risk occurs duo to its huge investment,it is necessary to carry out risk assessment research of Huaneng Caofeidian large-scale coal terminal.Based on the in-depth analysis of the theoretical connotation of risk management and risk identification of engineering projects,this paper studies the related issues of risk assessment of Huaneng Caofeidian's 60 million tons large coal terminal project.Firstly,this paper analyzes the necessity of construction,planning and design plan,and focuses on the risks that may be encountered in different project phases from the perspective of the total project cycle.Secondly,based on risk identification,this paper builds the risk of Huaneng Caofeidian large-scale coal terminal.The evaluation index system and the risk evaluation model are used to derive the results of the risk assessment.Finally,combined with the risk assessment results and the actual situation of the project,the risk prevention measures for Huaneng Caofeidian large-scale coal terminal project are proposed.This paper comprehensively uses the theoretical methods such as project management,risk management and fuzzy analytic hierarchy process to comprehensively identify the risksources of construction projects through risk decomposition,and select appropriate risks from basic countermeasures such as risk control,risk retention and risk transfer.Preventive measures to reduce project risks,which can effectively guide the construction and risk management of new coal terminal projects.
