In the power system, substation is an important part for its safe and reliable operation is significant to the stable operation of power system, which guarantees the reliability of the power supply at the same time. With the rapid development of power grid, the operation and construction of the station is becoming more and more intensive. Substation operation is in the production line which faces the grid equipment directly, thus controlling the risks in the process of operation has enormous significance to preventing wrong operation, touching the electrified facility and straying into the interval in the process of operation. When thesubstation operation personnel is in the process of operation, the operation risks are often associated with specific staff work habits, experience and skill levels. Therefore, controlling the risk in the operation process actually means controlling the "people’s behavior". But theprediction and management of "people’s behavior" often has certain uncertainty and fuzziness, so it is quite difficult.UML(Uniform Modeling Language) is a powerful visual system analysis, which is a kind of object-oriented modeling tools. It is a kind of modeling language used to describe and structure system model. UML provides 9 kinds of diagrams to establish a system model: object diagram, class diagram, sequence diagram, configuration diagram, use case diagram, component diagram, collaboration diagram, activity diagram and state diagram. This paper mainly uses Rational Rose to study the system work.In this paper, UML modeling is undertaken for the operation process in the substation,and it will make every step and key link of operation process visual. The UML focuses onthe process of substation operation, analyzes the risks that exist in all links, and then takesappropriate preventive measures in accordance with the risk extend. Safety management and control mainly uses empirical methods before, operation staff, security staff and security managers carry out their work independently, safety management and control is in small working groups, security management and control ideas of different management level are not unified, safety habits of workers can’t give feedback to security managers timely, thus security managers can not adjust the corresponding security management strategiesdynamically. As for the work process, this paper uses the idea of UML modeling, divided the business requirements and the roles in the process of operation, made case view diagrams, to link to carry out the UML modeling process of each step. In this paper, theUML model for the whole process of operation control system is established. As the same time combined with models of actual large construction site applications, application methods and procedures established model. The article also analyzes the specific application of the accumulated data to detect the effects of the UML model to verify the practicality and efficiency of the model.The key issues to be solved in this paper are: combing the whole process to run jobs substation control system business requirements, use case analysis division, combining the posts of the steps to carry out the job process UML modeling, but by the actual construction of the system engineering model application effects were detected. Finally, efforts to achieve the key and difficult operation direction and control the whole process of risk models required for complete automation. Study on the system can carry out the real-time control to each procedure of on-site substation operating, thus to change management idea to avoid the influence of violation incidents on the safety operation. It will be in the form of programming, streamline visualization operation process, then the whole process of programming management to carry out the UML modeling, at the same time, to correct and prevent the hidden incidents of the same kind by the typical case sharing.
