Space governance, with our country in transition to the new process of urbanization, is building a new awareness of the four relationships among the government, market, social and spatial, and is entering the planner’s vision.The urbanization of the past, is a guiding ideology in the whole area related to large-scale organized urban space expansion process, and space management system is a key tool in this process, namely with existing mandatory of urban and rural planning system. With space management system, the government is directing and guiding the market, society and space to varying degrees. As a result, the state is firmly in control of the process of urbanization in several core- people, land, rights and interests. After a long period of proof, the system has actually achieved rapid economic growth. If we check the urbanization rate from the current point of view, the future size of China’s cities will also continue to maintain a certain growth rate in the foreseeable future. However, with urban space growing, the space management system is mandatory and at all levels is a control concept. It also reduced the number of other advantages of the three non-governmental own existence, thereby affecting the quality of urbanization, such as, a stereotyped market efficiency, low social innovation, worsening urban ecological environment and a series of consequences,so on. In short, the current process of urbanization process should be optimized. The government, market, social and ecological should work together and any one of them play their role alone is likely to be counterproductive.With the "Property Law" enacting, a series of individual and social rights introducing to the law, the city government-led infrastructure financing gap, "NIMBY" and other practical problems troubling, some government has made a more detailed policy guidance and concessions, such as "PPP cooperation model", "self-sign their own use," and so on. However, some of the practices of legitimacy and legality has yet to be discussed.Space governance is actually proposed to further optimize the process of urbanization in the four current functions of the relationship, including the role and powers to draw four or right border in the process of urbanization. When encountered specific problems, the state should adopt a more flexible approach to deal with the reality of the existence of problems in different areas, such as multivariate model dealing with the negotiated development in order to be more targeted, and the introduction of market or social organization to a specific urbanization process. After clarifying the relationship through between the four, the state is gradually forming space governance system and increasing the capacity of the space governance.
