With the further development of market economy, China has formed the diversificationof social interests pattern, began to enter the interests game era.In the social, economic transition and rapid city development under the background ofcity development limited natural resources, the city transformation mode by new constructionand urban renewal in parallel, turn to the urban renewal mode as the main trend.Due to the diversity of development of urban land property rights, Property RightProtection in Property Right Law and in Urban Rural Planning La Property Right Law, theconflict of interest dispute has began more than in the past. The problems in Urban Renewalare complex and contradictory. Urban planning can’t deal with the practical problems ofcoordination interests in Urban Renewal by means of the functional layout andSpatial distribution of resources. Therefore, planning disciplines must be innovative.The perspective of Land Development Right is the key to solve all of aboveproblems.We must have a clear understanding of the essence and sticking points of the issues.This article does research on the principle of the use of land development rights, which is thetransformation logic to solve the old city renewal. Using the “Development Right” is areasonable explanation and logical solution of coordination of interest. Therefore, in order toachieve guiding the harmonious city planning, coordination and public interest, we must doresearch on development right and its theoretical study, analysis the development right in theold city renewal on the issue of substance and function, and put forward the renewal ofregulatory plan adjustment and countermeasure, and establishes the development right of thecorresponding system in urban planning area.This article has five chapters, and the structure is divided into two parts, and from thefollowing study:The first part is from the first chapter to the third chapter, which proposes and analyzesthe problems of Land Development Rights. The first chapter is an introduction, the mainobjectives of the research background, meaning, purpose, ideas and methods. In additionthrough the relevant literature at domestic and abroad to study about the Urban Renewal andthe theory of the "development rights", understand and grasp the status quo, trend and therelated research results on this topic, in order to find out the subject to supplement and playspace, provide the basis for the study. The second chapter is from the analysis of old cityrenewal characteristics, dynamic factors, contradiction show, reflective analysis of current oldcity renewal and planning predicament, preliminary put forward with "development rights" as a tool to solve the contradiction of interest. The third chapter mainly analysis and reference ofdomestic and foreign urban renewal and the successful experiences of land development rightrelevant, and compare with the current situation of China, to find some meaningful inspirationand strategies.The fourth and the fifth chapter are the core part of this article, mainly to clarify therelationship between development right and the urban planning, put forward “developmentrights” as a tool to solve the problem of interest coordination problems in old city renewal. Inthe fourth chapter, mainly analyzes the application essence of development right in the oldcity renewal, through experience and theory analysis to find basis on the planning of urbanrenewal and put forward the specific methods and steps of dealing with the conflict of interestissues in urban renewal.The fifth chapter improves the planning and planning execution to reflect thedevelopment rights under the land development rights respective. And enhances solvingmaneuverability of urban interests problems by the adjustment of the principle, procedure,method, content about regulatory detailed planning and a series of means:laws, economy,policy.
