The amount of existing residential buildings needing to be reformed in heating district is large and the speed of transformation is slow, in order to accelerate energy-saving reform speed and improve the quality of the transformation,the current situation from the government-led transformation to market-oriented transformation that is energy management contract is needed to be changed. With dispersed ownership,many bodies involved and diverse ways of heating and other features, there will be a variety of combinations according to the different leading bodies and different ways of heating. Appropriate way of transformation can be selected by qualitative and quantitative analysis through the establishment of the Evaluation and Selection system.There are a variety of combination ways to existing residential building energy-saving renovation,since the existing of different leading bodys which including government, big landlord or property units, heating companies, energy service companies and different heating ways including residential district heating, district heating, and municipal heating, etc. The subject,mode of operation and application of each of the combinations are specifically analyzed.Different energy management contract may be chose in different combinations,such as energy-saving benefits sharing, guaranteed savings, energy costs,etc.for example, under the guidance of property units transforming district heating system in AnYang.firstly,build evaluation index system and fuzzy comprehensiveevaluationusing, in which determine the index weights by using AHP, select the appropriate qualitative way according to the results of the evaluation. Then,quantitative analyze the selected way of its possible changes in costs or benefits is economically reasonable or not, ensure the reasonableness of choice by combining qualitative and quantitative analysis methods. Finally, verify the validity of evaluation methods by specific analysis the case of Anyang DeXinyuan transformation.
