With the rapid growth of economy and society, the Xi’an City in the face of the rapid growth of motorized traffic, the contradiction between supply and demand of traffic facilities outstanding lead to traffic congestion, chaos, accidents such as "urban disease" problem, the initiation and implementation of Xi’an city intelligent transportation platform construction project, to effectively use the existing traffic facilities, reduce traffic load and environmental pollution and ensure traffic safety and improve the transportation efficiency. whenever the project will face to much risks, traditional project management experience has been difficult to meet the demand for effective project management. Therefore, take what risk management model, in order to effectively cope with the risk, control risk and reduce the degree of risk, is the key to the successful completion of the construction project of Xi’an intelligent transportation platform.this paper primarily gave an analysis of the research background and significance for the research contents of this article, which introduced the current development of risk management at home and abroad and summarized the venture management generally. On the basis of the building project of Xi’an which is belated to Intelligent Transportation System, Taking a cue from the general risk management methods and management theory, and combining with the characteristics of the software development project, we analysis the content of the project risk, characteristics and risk management methods. From the perspective of comprehensive risk management theory, the potential risk of using expert scoring method and qualitative method for project construction of Xi’an intelligent transportation platform were identified, with in-depth analysis of the construction background, construction contents and construction environment and other basic conditions, the original risk factors summarized as technical risk, management risk, cooperation risk, owners risk and social risk categories; analysis of the whole process of intelligent transportation construction projects based on structural risk evaluation index system of the project, Delphi method used to determine the weight of each index, and using fuzzy AHP to evaluate the risk assessment model; finally, based on the evaluation results, combined with the project risk management theory, put forward the corresponding risk prevention and response measures.The risk management theory in intelligent traffic platform construction project development process, on the one hand, can very good help Xi’an City Department of transportation and software vendors on the platform of intelligent transportation construction projects for effective risk management, ensure the realization of the objectives of the project, on the other hand also for other software engineering construction project risk management provides reference experience.
