With the promotion of urban-rural integration and the rapid development of towns economy, the research on small towns distribution network planning is attracting more and more attention in order to meet the rapidly increasing demand on electric power. Aiming to the characteristics of small towns distribution network, the requirement about higher reliability, security and economy of distribution system is getting more and more intensive. According to the requirement of "Planning and Designing Guideline for Urban Power Network", the N-1 verification on distribution network planning gets more and more attention. For a long time, most of the studies for N-1 verification are focused on the safety analysis of transmission network. Although some relevant standards have been presented, the classification of the demand group level and the N-1 verification standards is fuzzy without quantitative standards.Firstly, some comparison with the domestic and international principle of power network planning standards are studied in the beginning of this paper. Secondly, the optimization of Security of Power Supply Engineering Recommendation ER P2/6 of UK is investigated in this research.This paper proposes N-1 verification principles for small towns distribution network planning.Thirdly, take Xinfeng Town of Zhenjiang City for example, the details of small towns distribution network planning of demonstration zone in Zhenjiang is fully analyzed. According to the procedures of distribution network planning, this paper analyzes the construction of local distribution network, forecasts local load growth base on curve fitting, applies the N-1 verification principles to local power network assessment, proposes the methord suitable for Xinfeng gird planning, then evaluates the effect and investment cost of the planning methord that provide scientific advice to correlative departments for proper decision-making.The principles proposed in this paper is the improvement and optimization of ER P2/6.It brings the concept of demand group level and N-1 verification from ER P2/6 in small towns distribution network planning.This research is useful for domestic existing principles and small towns distribution network planning in other places.
