In recent years, as environmental problems gradually get into people’s field of vision, the global environment in the context of water resources is a key issue of public relations. The lake is an important land resource and water resource, which plays an important role in the balance of economic development and maintaining the balance of regional ecological environment. As the first major salt lake in Xinjiang, Ebinur lake once like an umbrella maintained the ecological balance of the region and the entire Northern Xinjiang. There is no denying that from 1950 s to the end of the 70 years, the lake area at the rate of 10.3km2 to shrink from 1200km2 to 522km2. Western China arid land lakes shrunk to dry up phenomenon is common, Aydingkol lake and Lop Nor are vivid examples. Take the Ebinur Lake Basin as the study area, relying on the teacher’s National Natural Science Fund Project(arid land surface area of the lake basin processes and human activities adaptability- as an example) to support. Based on the field measured data and at the same time, the conventional(Bole railway station, Wenquan station, Jinghe station meteorological data) and image data(HJ-A satellite),the social and economic data of the basin, through the analysis of the basin’s water supply and demand balance, inflow wate and changes in Ebinur Lake area, to analyze the impact between each other, the results show that:(1) The runoff data of Jinghe and Bortala River were tested by Mann-Kendall trend. The runoff of Jinghe river was increasing, and the runoff of Bortala River showed a slight decreasing trend;(2) The quota method within the basin of crop water requirement are calculated. The results show that within the watershed of the grain and cotton crops planting area increasing, the irrigation water requirement of grain and cotton also in increasing water demand in different crops is one of the largest and most crops used are conventional irrigation, the irrigation water utilization coefficient of low;(3) The results of water balance analysis of supply and demand of the river basin show that the surplus water is only 0.94 x 108 m3 in 2004, and the surplus water is only 0.94 x 108 m3 in 2009. 2010 water shortage of 1.51 x 108 m3, to 2014 the amount of water shortage to expand to 5.92 x 108 m3, and there is a trend of further expansion;(4) Ebinur Lake area dynamic analysis results show that: the 1989~2015 years during the Ebinur Lake area reduces the 47.27km2, reduce the 2.94%, Ebinur Lake area on the whole in the negative growth trend. Take Ebinur Lake 2013 3-10 months years area change analysis, found that from the beginning of March of Ebinur Lake area continued to decline, in 10 copies of the lake area is the smallest, and most of the water change occurred in the northwest;(5) Through water supply and demand balance analysis, then with the surplus water and the inflow water of the lake analyzed with the Ebinur lake area respectively, found that both surplus water and Ebinur lake area are declining,Ebinur lake area decreased faster,take inflow water the lake analysis with the Ebinur lake area found a significant correlation between the two, the correlation coefficient R = 0.71.
