Under the new economic situation, the cost control has a very important significance in the railway transportation industry.The method of cost control include norm management, standardization work and institution building. Norm management is the key basis in cost control, it is not only the basis for the preparation of the plan and budget, but also the basis for accounting and cost control. Consumption norm making is the first step of cost control. Standardization work is the basic requirement of modern enterprise management, it is essential to ensure the normal operation of enterprises, it promotes the production and the management of business activities to achieve rationalization, standardization, efficient, and also the basic prerequisite for success cost control. In the market economy, rules and regulations can provide fundamental guarantee for the business operation, if without the enterprises system construction, there is no way to Implementation plans or quality assurance on cost control. Cost control in the train spare parts management is to use the lowest cost to achieve the preordain service quality of the passenger train transport, which is strive to reduce costs and improve service.This paper mainly study on the problem of the cost control management of spare parts in Passenger train, by using the cost control methods to solve any problems in passenger trains spare parts management, and also established some corresponding rules and regulations such as, The standards of train spare parts procurement plan, supply&storage management, train spare parts obsolescence management standards, train spare washing management standards, train spare inspection management standards, train spare assessment management standards, in order to combine responsibilities, rights and benefits in the system of train spare parts management, and provide guidance on control costs, savings and consumption reduction for the railway passenger transport industry’s daily work.
