| All the industries and peoples’ livings are related to electricity supply. With the rapid economic development, the supporting role of electricity shows its importance. In order to cope with the growth demand for electricity and ensure the stable operation of industries, large-scale power plant projects have been approved for construction. Thus,post evaluation becomes more important for power plant projects. Through this work, the construction and operation experience can be summarized and the problems existing in the construction and management process can be found. The experience and problems can give some advices to the decision maker and manager and improve the decision-making and management level of the power plants which can increase the investment income and ensure the stable production.The paper starts with the relevant theories of post evaluation based on the actual construction and operation situations of the SuiZhong Power Plant Phase II Project in Liaoning province. Firstly, standing on the current foreign and local research results, the objectives of the post evaluation for power plant and some evaluation principles are determined. Secondly, the paper introduces the project overview and the planning for power plants construction with forecasting the installed load in Liaoning province.Thirdly, the index systems are built from the aspects of implementation process,economic benefits, comprehensive influence and sustainability. The construction of index system can help us to assess and analyze the project deeply. At last, by using the methods of analytic hierarchy process and matter extension evaluation, the post evaluation results are calculated which makes a conclusion that SuiZhong Power Plant Phase II Project is in a good level. Meanwhile, sensitivity analysis is used for finding the important factors and links. The research results provide some valuable experience to the construction and operation of other similar power plants. |
