Intelligent power network is the future development direction of the power transmission and distribution network, at the same time, it is now gradually rising to the height of the national strategy. On-line monitoring is an important part of the smart grid which is the important basis and support of the safe operation of the power transmission and transformation equipment. The traditional power transmission and transformation equipment state overhaul had gradually unable to meet the development requirements of the smart power grid. There was an urgent need for the substation to make an implementation of monitoring work. Under the premise of intelligent communication, we could enhance the level of treatment and monitoring equipment. We could make unified planning and schedule the entire substation according to the computer-related science network method. Improved the level of safe operation of the maintenance had important practical significance.The paper took the substation of Li Min area in Harbin as an object,designed ideas of the overall system, described essential for the design of the system related theory of science and technology, ultimately to achieve the reliability of the power network of mandatory requirements and the whole detection system design structure. At the same time, it made an analysis of power network structure and existing problems in terms of Li Min district. Also proposed the necessity of install the monitoring equipments and the smart substation’s own advantages and disadvantages. The paper analyzed the technical requirements for intelligent online monitoring of Li Min substation. The hardware and software of the key equipment of the system had been development.This system include hardware part and software part for the online monitoring system of electrical equipment operating status. In order to realize the digital mode of the power system for on-line monitoring of the substation, it was required to complete the relevant provisions of the IEC61850 agreement for all the devices involved in the power system. Intelligent sampling equipments were used to change the analog into digital signal transformed the information. All equipments information sharing were achieved from the beginning of the sampling value. The design of the system could analysis the operation of the electrical installations in entire plant by the collected, processed storages and displayed of the monitoring result data, after the data analysis, also data transfer, and upload the date to the last level of the data assessment unit. The main development trend of the system scheme design and the future of the country power grid line, it also can realize the basic function of important power transmission and transformation equipment operation state of real-time monitoring.
