With the rapid socio-economic development of Baoshan area and the urban modernization putting forward, many factories will be relocated under the new urban planning guidance. Then many old abandoned industrial plants in the city will be remained. Today, the recycling of old industrial buildings has become mature. However, the project about recycling of old industrial buildings has a single, complex, multi-dimensional and other characteristics, which always contains some risks of short construction period, immature technology, lack of certain risk factors such as policies and standards. Taking risk assessment of recycling project at decision-making stage can effectively reduce the impact and risk of loss to achieve goal to guide recycling project in implementation and promote development in a sustained and healthy way. Combined with industrial economic development and regional characteristics and production patterns in Baoshan area, the industrial buildings in this region are multilayer-based industrial buildings. The main contents of the paper is a study on risk assessment of recycling of multilayered industrial buildings at decision stage in Baoshan area. The main research work of the paper is as follow:(1) Field research to summarize features of industrial buildings in Baoshan area is conducted. Owing to the truth that the industrial economy is based on the development of light industry and its main production features, it can be summarized that the industrial buildings are multilayered through field visits. Due to the needs of city planning, most industrial buildings will be relocated. The Left of old industrial buildings are mostly set aside or going to be in the state of demolition and reconstruction.(2) Risk of recycling problem of multilayered industrial buildings is proposed. For a number of wasted multilayered industrial buildings, the characteristics of the structure, production, management and other aspects are analyzed. And it proposes that multilayered industrial buildings will need recycling. A comprehensive analysis of risk factors for multilayered industrial recycling buildings existing in the process is conducted and the re-utilization of old industrial buildings home and abroad is also considered. Then it proposes some sources of risk at decision-making stage about recycling of multilayered industrial buildings.(3) Risk assessment system of multilayered industrial plant at decision-making stage is established. Taking recycling project of the old industrial buildings around as the foundation and combining with its own characteristics of multilayered industrial buildings in Baoshan, this paper takes the risk factors at decision-making stage into considering to establish index system from the main spatial structure, management and technical level, the natural social environment, policies and regulations factors, economic factors and ideological factors. Lastly these are refined further into 27 indicators of risk factors.(4) Multidimensional power function comprehensive evaluation method and fuzzy comprehensive evaluation method are taken as the risk assessment method in the research. The improved multidimensional concept of risk based on traditional 2D is expanded to analyze indicators via the power function evaluation method of recycling of multilayered industrial buildings in Baoshan at decision making stage risk. While the method of weights based on fuzzy Borda count based on fuzzy comprehensive evaluation to analyze risk indicators to evaluate risk index further is used.(5) Multilayered industrial buildings recycling project of brewing workshop of Lancang River brewery in Baoshan is taken as an example. On the basis of questionnaire survey on the local government and business managers, it arrives at the actual data that considering with partial inner experts rate. The two evaluation methods for risk evaluation and analysis are used to obtain integrated risk of recycling project at decision-making stage and. For each risk factor, this paper proposes a number of appropriate measures to provide reference to deal with the recycling projects of multilayered industrial buildings in Baoshan area.
