At present China is in the period of the dual development of the new-type urbanization and motorization, the urban population is increasing, the volume of motor vehicles is growing, traffic participants compete for traffic resources increasingly fierce, urban traffic anomie behavior occurs frequently, resulting in worsening urban traffic environment, traffic congestion is becoming more and more serious, traffic accidents continues to grow. As the subject of the traffic anomie behavior, Traffic participants have decisive effect of the occurrence of traffic anomie behavior. Therefore, it is necessary to analyze the influence factors of traffic behavior from the angle of traffic participants, improve urban traffic environment, ease traffic congestion and reduce traffic accidents.This paper worked on the base of the preliminary work for project application of general program by the National Natural Science Foundation of China "Influences of Misbehavior on Urban Traffic Safety and Efficiency and Corresponding Countermeasures". On the basis of summarizing the current traffic laws and regulations, analyzing and summarizing the domestic and foreign research, the urban traffic anomie behavior is classified according to the three dimensions of time, place and character. Based on traffic psychology analysis the three types of traffic participant’s physiology, traffic psychology characteristics and traffic environment characteristics, from the perspective of three kinds of traffic participants to design urban traffic anomie behavior questionnaire.Using the statistics knowledge and combined with the existing research results, given the city traffic anomie behavior sampling methods and sample number. To investigate the traffic anomie behavior in Hu country as an example, application of statistical methods and computer software to analysis the survey data. the results of the study show that: Pedestrians and cyclists’ possibility of occurrence traffic of anomie behavior is significantly higher than the drivers; traffic participants in different Gender, age and degree have different possibility of occurrence the traffic anomie behavior; the influence factors of Different types of traffic participants’ traffic anomie behavior is different, the safety attitude, colleagues(learn) views and traffic facilities have significant effect of the three types of traffic participants’ traffic anomie behavior, Finally, according to the survey data analysis results, draw lessons from domestic and international relevant traffic management experience, given the traffic anomie behavior improvement countermeasures of Hu country’s three kinds of traffic participants.
