Our country road enterprise is experiencing from the preliminary exploration, rapid development to more stable phase. Great changes have taken place in the scale of highway maintenance. Therefore, reasonable and fair highway maintenance resource investment is the basic guarantee of ensuring highway maintenance is up to the standard and the development requirements. But traditional maintenance resource allocation model often leads to the unbalanced parts of maintenance. Especially some maintenance units have the problems of personnel structure unreasonable and mechanical material insufficient under the production condition of urban road section, heavy mountain terrain, acid rain, freeze and so on. Under this background, this paper puts forward four questions about highway maintenance resource allocation as follows:1. What is the connotation of highway maintenance resource allocation efficiency according to "the production configuration efficiency" ?2. How to evaluate highway maintenance resource allocation efficiency fairly and reasonably?3. What strategies should be taken to allocate maintenance personnel structure, mechanical material under the condition of different terrain and road attribute?Therefore, this paper interprets the concept of highway maintenance resource allocation efficiency from the perspective of economic resource allocation, and introduces data envelopment analysis(DEA) to evaluate the resource allocation efficiency, with analyzing its applicability and advantages. In refer to a large number of common road maintenance fees benefit theory, maintenance of input and output indicators are screened in accordance with the requirement of data envelopment analysis(DEA). Outside influence factors affecting the efficiency of resource allocation evaluation fairness are analyzed, and stochastic frontier analysis(SFA)is introduced to eliminate the role of external influence factors on the investment loss, so as to establish a fair maintenance resource allocation efficiency evaluation model dealing efficiency evaluation question which includes external influencing factors, through the example analysis, the model illustrates sample maintenance unit the relative effectiveness of resource allocation efficiency more accurately compared with the model of cost-benefit analysis, and resource allocation efficiency evaluation. Based on analysis of TOBIT,this paper discuss the factors affecting the efficiency of resources allocation, obtaining the best staffing structural and mechanical material allocation strategy under the condition of different terrain and road attribute.Finally, this paper gives the maintenance resource configuration management countermeasures and suggestions.
