Intelligent substation is to take primary and secondary equipment as digital objects to achieve information sharing and interoperation by standardizing digitized information on the basis of high-speed network communication platform, for the purpose of realizing automation functions such as relay protection and data management according to network data. It is mainly featured by IEC61850-standard substation communication network and system, intelligent primary equipment, networked secondary equipment, and automated operation & management system.As a part of intelligent substation, the security and stability control system should not only receive real-time digitized information, but also settle into bulk power system security and stability control mode and strategy of intelligent substation and intelligent electrical network. Therefore, the research on the real-time quality and reliability of security and stability control system in communication should be carried out in accordance with the requirements of intelligent substation, thus meeting intelligent substation’s demand on a staggering amount of information in real-time communication.This thesis firstly gives a detailed introduction to the structure of security and stability control device and its configuration classification and makes a statement for specific functions, characteristics, structure and configuration of security and stability control equipment by combing existing products. According to the characteristics of intelligent electrical network and its system structure, it proposes the requirement for new configuration of security and stability control equipment in electrical network environment. Secondly, the paper aims at fully improving the internal communication environment of security and stability control equipment, achieving sound man-machine interaction via upper interface software, and controlling internal and external operation of the equipment. Based on the brand new structure of security and stability control equipment, this paper makes a systematic illustration for the SCL language in the sixth part of IEC61850 and apply SCL language for security and stability control equipment to actual projects. At last, after improving above communication system of security and stability control equipment, the paper tests the conformance of IEC61850, for the purpose of making security and stability control equipment successfully interact with external information and finding out the deficiencies of communication system of security and stability control equipment in the research.Through this research, a set of internal and external communication protocol has been compiled, which is applicable to the security and stability control equipment. The security and stability control equipment in communication system of intelligent substation can meet the essential requirements of accessing to intelligent substation.
