Now information technology has become the main driving force to promote thedevelopment of social productive forces, and the very rapid development of informationtechnology has penetrated into all aspects of people’s lives. As the main source of power orenergy in production and life-the electric power industry is also feeling the brunt of thewave of information technology, intelligent substation is one of the main aspects. the goalof building Intelligent substation is “primary equipment intelligent and network ofsecondary equipment and operation management automation”, which will present highinformation and intelligence requirements of traditional substation’s primary and secondaryequipment, the first edition of IEC61850standard came into being, it is used to regulate thesubstation equipment modeling and station communication. According to this goal, powersystem safety and stability control device (PSSSCD) as the device to ensure power systemsafe and stable must be the transformation of IEC61850. IEC61850transformationgenerally involves the study of the device data modeling and communication service s, inthis article only involves communication transformation, because someone has alreadystudied device modeling, so this article is not involved.According to the amount of power flow and protection device switches in themonitored area,and combined with the policy table which has been designed, PSSSCDperform operations. For smart substation telemetry and remote volume transmission byGOOSE messages, PSSSCD interface should automatically receive and parse this messageto adapt to the trend of the substation intelligent. this section of the contents combined withthe project of PSSSCD reconstruction in Hunan Province, select an ARM board to completethe data reception and parsing functions, and has been completed before the thesis,whichcan obtain the necessary information correctly.Complete GOOSE message receiving and parsing functions,but it can not meet thedemand of PSSSCD, in order to maintain the security and stability of the grid, if necessary,it also needs transmission its own status information to other protection devices. Based onthis, the next part is mainly discussed how to send GOOSE messages, mainly combinedwith the provisions of the IEC61850-8-1part (GOOSE message frame structure). The GOOSE message sending program is written in VS2010platform, and analyze the dataframe by Wireshark software to verify the usefulness of the program.Protective devices fault recorder report transmission requires to use COMTRADEfault recorder standard which is specified in IEC61850, in order to achieve PSSSCDreconstruction, it is necessary to research the fault recorder files. Design a formatconversion program that applied to the QWD PSSSCD fault recorder file, so that the QWDPSSSCD fault recorder file can be automatically converted to meet the the COMTRADEstandard of fault recorder files, and it can solve a series of problems.In this paper, the issues involved are practically oriented projects, and put forwardsome solving ideas, also there are some practical value for the transformation of IEC61850.
