With the ever-increasing pace of urbanization in China, the usability of underground space as part of urban resources attracts more and more emphases. Design management is a crucial tache to project management of undergraduate spaces as well as the key content of technical management.Since the starting area of Guangzhou International Financial City is one of the major municipal projects in Guangzhou, the general design has been completed at a reasonable cost under the management mode of one-package construction contract for, featuring with leading technology, comprehensive functions and reliable structural safety. At the same time, design consulting management is also adopted to ensure project quality and progress. The design unit manages to bring about the continuity, integrity, unity, cost-efficiency and high-technology of the engineering design while the consulting agency offers professional advice. Their joint efforts serve to realize absolute implementation of the overall project design principles.This article of strong practical significance mainly makes evidence-based study on contents of progress control, quality and cost management in the development design of this underground space-Starting Area of Guangzhou International Financial City. To combine theories of project management and practices of engineering design can further optimize the pattern of design management, which makes a combination of perfect progress, quality and cost of investment possible. The corresponding suggestions and conclusions drew upon this project are good references for the project management of other similar design and development of underground spaces in the future.The major difficulty that we encounter when analysing issues in the design of underground space in the Starting Area of Guangzhou International Financial City is how to realize the seamless connections between the undergraduate space and its surroundings. Factors such as natural resources sharing, cross-region cooperation and the inconformity of underground space and the diverse above-ground buildings have led to restrictions as well as negative effects in construction. Furthermore, with different specializations including planning, municipal transportation, construction, structure, air-defense engineering, hydroelectric facility, landscaping and etc. involved in the design of this project, whether a harmonious cooperative relationship among construction main bodies and specializations can be reached is considered to be the critical factor that decides the smooth implementation of project design.The article combines the broad-based analysis and problem-shooting of schedule control, design quality and cost management in the practices of project design of underground space in the Starting Area of Guangzhou International Financial City. It is suggested that improvements should be made in the communication mechanism in design progress management because an appropriate work plan is the basis of guaranteeing project schedule. Special attention can be attached to time management of key nodes, possible arrangement of design tasks, and information communication and overall planning of different specializations. With regard to quality management, it is important to compile a quality assignment to enhance design quality and establish an effective examining mechanism to minimize design error. To optimize, compare and select the most desirable and cost-efficient design proposal, introduce in value engineering theory as well as quota design methods will allow the team to grasp comprehensive control of project design cost. Those measures all received good feedbacks in actual project. The design of underground space in the Starting Area of Guangzhou International Financial City has been steadily progressing.Upon research on issues in the design management of the above project, some insightful conclusions and suggestions that of referential importance for similar projects can be made. The first suggestion is that proprietor and designing party shall work collaboratively in managing progress, quality and cost; secondly, the management of schedule, quality and cost are interweaving and interactional, so comprehensive optimizing analysis shall be conducted to their combined action. Those inspirations are expected to provide similar projects with instruction and help.
