Study On The Implementation Of New Rural Endowment Insurance Policy In Local Government

The new rural endowment insurance as an important livelihood policies, reflectsthe government’s determination to vigorously develop the rural areas and improve theliving standards of rural residents. To establish a new rural endowment insurancesystem is to protect the life of millions of farmers as the starting point, is therelationship between the vital interests of farmers, an important factor related to thestable development of rural areas. This paper analyzes the development process of therural old-age insurance policy in China, the rural old-age insurance policy and theimplementation effect and difficulties, and the implementation of the policy ofgovernment responsibility and function. The theory of public service equalization,equality of opportunity and the theory of distributive justice, public policyimplementation theory and local government executive ability based on theory,discusses the new rural endowment insurance (referred to as the new agriculturalinsurance pilot) in the new agricultural insurance policy implementation. Through anempirical analysis of Lincang City new agricultural insurance policy implementation,problems and difficulties of local government insurance policy summary of the newfarmers during the process of execution. Finally, puts forward the suggestions ofCountermeasures of local government implementation of the new agriculturalinsurance policy. Analysis of the implementation of the new agricultural insurancepolicy, experience and problems, can provide reference for similar city policy inYunnan province.
