3G era has gone through five years, after fusion with CTT China Mobile as a full-service provider in the3G market competition to win a place for the development of TD, is facing the future development of competition between operators, is also facing the Internet alternative operations and impact. In this paper, the theory of business management knowledge, Inner Mongolia, China Mobile3G era in the development environment, capacity conditions, status issues are analyzed in detail and elaboration. The rapid development of mobile Internet, wireless data traffic caused by the explosive growth of the economic development pattern, the growth of strategic emerging industries, to enhance the level of social information, the upgrading of mobile communication technology and so to foster large-scale industrial chain cluster provide support, but both opportunities and challenges, TD industrial chain brings immature network, terminal, streaming data services and user experience issues to be resolved. Inner Mongolia Autonomous Region has entered a mature stage teledensity, agricultural family business, the Group’s information technology business has become a new growth point of the market, using Michael Porter’s five forces model to analyze the competitive structure of TD industry, the use of critical success factors and the role of impact conditions and factors facing the development of TD opportunities, threats, through the SWOT matrix analysis method to determine how to use their own advantages while avoiding disadvantages, weaknesses, and create the conditions to win more development opportunities. Strategic positioning portion obtained in suitable companies in Inner Mongolia of China Mobile TD development of the "3341" competitive strategy, namely, by deepening the " three transformation"-from the pipe to the content, from the communications network to the Internet, voice to information transformation, clutching mobile Internet, and four full-service network synergy " three key", open networks, platforms, devices and applications "four-channel " to achieve synergy TD diversified services and networks to enhance the competitiveness of the strategic objectives. In the implementation of the strategy part of the policy subdivided into networks, terminals, and enhance operational capability, put forward specific implementation initiatives.
