In today’s world, international situation is undergoing deep changes, peace and development is still the theme of times. With the rapid development of economy and society, the accelerating of urbanization process, the quick expand of urban size, the fast increase urban population, the increasingly onerous task of urban management, how to use modern performance appraisal tools, transform the traditional urban management performance assessment model, establish performance assessment index system that is adapted to the new requirements of modern urban management task has become internal needs and development trends of China’s urban management, it’s also an important issue before us at the next period.This article adopts document analysis, observation interviews, sample surveys and other methods, uses the knowledge of management, administration, sociology and various other disciplines, explores and discusses the relevant theory of performance assessment, and then carries out investigation and analysis on the implementation status of performance assessment on public sectors, and introduces the performance assessment tool of balanced scorecard in particular. On this base, it conducts explanation on the performance assessment situation of our country’s urban management and puts forward some countermeasures on the problems. How to construct the balanced scorecard performance assessment system in urban management department is the core content of this article. Firstly, this article analyzes the probability of application of balanced scorecard in urban management performance assessment, and carries out explanation on how can specific performance assessment tool of balanced scorecard adapt the needs of urban management of, improve and perfect the urban management performance assessment task, and then it defines the evaluation assessment indicators and uses Wuxi City as the case to carry out empirical research. Finally, on the base of discussing the application of balanced scorecard on urban management performance assessment index system, combined with advice and practical experience experts, predicts the difficulties that may be encountered in implementation process and proposed the corresponding solutions. The innovations of this article is combining theory and practice discourse and using balanced scorecard as the assessment tool urban management performance assessment and setting the "four dimensions" of balanced scorecard as the base to perfect the assessment tool of urban management performance assessment index system.
