The main service objects of micro-finance are those small and micro-enterprises,that is,the financial services provided by financial institutions to the two small(small and micro-enterprises)of agriculture,countryside,agriculture and farmers.Bank C is located in the "Yangtze River Delta" economic zone with good economic development in China,and the main business and network are naturally concentrated in C city.The bank emerged from the reform of rural credit cooperation on November 28,2001.It is also the first group of joint-stock rural financial institutions established in China.Under the small micro-finance headquarters,focus on the development of small micro-finance.By the end of 2017,the number of loans from the small and micro financial headquarters had reached 2.15 million,with 78,000 households with balance,with an average of 115,000 households,which was in the leading position among the peers.After investigating the performance appraisal of the Small and Micro Finance Department of Bank C,this article points out that there are four problems in the performance appraisal of the small and micro finance department in China:imperfect appraisal system design,unreasonable index appraisal design,inadequate use of performance results and inadequate follow-up operation support.It also deeply analyses the causes of the problems and points out the specific problems.It is proposed that the performance appraisal system based on strategy can be introduced into the small and micro financial headquarters at present.At the same time,it introduces the strategic objectives and measures of the small and micro finance department,the management's emphasis on performance appraisal and the operation and management capabilities of the human resources related departments,and analyses the current implementation of the strategy-based performance appraisal system in the small and micro finance department,which has good basic conditions in system,management and operation.In this study,taking Talent Capital Department of Small and Micro Finance as an example,four dimensions of Balanced Scorecard are introduced,key strategies are analyzed,key performance indicators(KPI)are extracted and objective responsibility is designed.Finally,through the conference operation mechanism and related system documents,the responsibilities of relevant departments will be clarified,and the nodes of performance management process will be clarified to support the operation of the whole strategy-based performance management system.Finally,through the one-year operation of Bank C's small and micro finance department,this paper evaluates the effect of the optimization of the performance appraisal system based on strategy,and analyses the limitations of the system,so as to provide reference for other commercial banks.
