The State Council issued a policy to strengthen the status of tourism as pillar industry, in facing the international financial crisis. However, China’s tourism industry started late, over-reliance on the attractiveness of tourism resources, neglected human resources development and management, thus resulting in the low level of tourism performance management, severely restricted the rapid development of the tourism enterprises. Therefore, the establishment of a scientific and effective performance appraisal system is an important issue to China’s tourism enterprises.JZ Tourism Group is a traditional state-owned enterprise which established from a traditional scenic Tourism Corporation, with a typical representative in terms of performance management of tourism enterprises. Therefore, this paper is on the basis of the literature review of the performance appraisal theory and tourism enterprises performance management research through literature study, questionnaire and lessons learned method to detailed analyze the status quo and problems of JZ Tourism Group performance evaluation, and finally select the department managers and employees of the Department of Comprehensive performance evaluation of specific optimization of the design objects, and then used key performance indicators(KPI) as assessment methods, according to the design principles of performance appraisal. The optimal plan is designed on three different angle: performance, ability and attitude.The designing process first determined the optimal factor of the basic idea, composed by the performance plan, performance appraisal implementation, performance evaluation, performance feedback interview, the application examination results, performance improvement, combined with the specific example of the Group’s consolidated Ministry. After formulation of performance appraisal program, elaborate analysis of the implementation of the performance appraisal program, performance appraisal results, performance results feedback and improvement module provides JZ Tourism Group staff performance appraisal system optimized solutions. Finally, the three aspects of system security, personnel security, and system security safeguards JZ Tourism Group staff performance appraisal system optimization.
