Research On Evaluation Of Information Ability Of Farmers' Cooperative Economic Organization

Under the trend of information in the twenty-first century, the information level of agriculture is increasingly becoming a criterion to evaluate the level of a country or region’s agricultural modernization and comprehensive strength. Peasants’ cooperative Economic organization as an important carrier of agricultural information, improving it’s ability will provide the construction of the new socialist countryside with powerful pledge. During the China’s12th Five-Year plan, Modern agricultural development in Fujian Province confront historic opportunities of the West Coast Economic Zone. We must grasp this opportunity to stimulate the rapid development of Fujian agricultural economy, we can’t neglect the support of agricultural information. Therefore, capital of Fujian Province as an object of this article, studying Peasants’cooperative Economic organization’ information capability and building its scientific evaluation system will not also enhance the level of agricultural information and increase farmers’income, but also find the problem in the period of agricultural information in Fuzhou. It will set up a theoretical foundation for the relevant departments to reinforce management and make policies.In the paper, combining of theoretical and empirical methods, the author introduces the background and significance, describes a few substantive related theories, it nor only make a theoretical foundation for the paper, but also analyses three information capability dimensionality(Information construction-ability, Information activities-ability Information technology-ability),then the author discusses their mechanism. Using the result of questionnaire survey, based on the situation of Peasants’ cooperative Economic organization’ information capability, the author divides Peasants’cooperative Economic organization’ information capability into four aspects, for instance personal Information Literacy, information infrastructure and information organization, information activity, the information environment. Secondly, according to the different direction of evaluation, the author designs9second-class indicators and32third-class indicators for the four first-class indicators. They are formed evaluation index system of Peasants’cooperative Economic organization’s information capability. Thirdly, the author expounds the principle of modeling, and compares the different ways, choose the right evaluation modeling for Peasants’ cooperative Economic organization’s information capability. The conclusion of the Peasants’cooperative Economic organization’s information capability are as follow:the level is poor. Finally the author proposes four suggestions to improving the information capacity of Peasants’ cooperative Economic organization., it has very important theoretical and practical significance.
