Evaluation Of Peasants’ Capability In The Process Of Poverty Alleviating Migration

Poverty, still observed in parts of Chinese territory, is an urgent task at hand and must be alleviated in realizing all-around well-to-do society before2020. Since the reform and open policy, our country has implemented a series of poverty alleviation policies that have resulted in a remarkable progress in the past stage. However, this issue is not solved in its entirety as some places are exposed in severe poverty condition. New tasks come along with this new phase, which emphasize on the initiative and innovation of the poverty objects as well as the cultivation of their capabilities. Capabilities play a crucial role in helping them to get rid of poverty. Hence, researches on peasants’ capability are of great importance.Based on the concept of capability, the paper builds up an index system for peasants’ capability and collects first-hand data through field research. It evaluates the peasants’ capability in both montanic areas and resettlement areas in the process of remote alleviation migration with modified entropy method and fuzzy mathematics. By comparing and analyzing them, certain progresses in general capability level caused by migration are observed. Yet, several indexes, say, net income per capita, connection network, fundraising ability, life attitude and social morality, decreases after migration.Aiming at the capability weaknesses of peasants in resettlement areas, some suggestions are provided in the paper:(1) Optimizing industrial structure in resettlement area to raise peasants’income;(2) Expanding cultivation and education to improve peasants’employability;(3) Completing infrastructure construction to promote community services;(4) Establishing the administration mechanism of grass-roots cadres to serve the peasants better,(5) Strengthening culture communication among farmers to rebuild a connection network and cultivate more favorable social morality.
