This paper puts its main focus on the Party Buildingin state-owned enterprises under the background ofmodern enterprise system. This field is,strategically,a very important part of the primary party building ingeneral pattern, which plays important role inconsolidating the ruling status of CPC and strengtheningstate-owned enterprise vitality,competitiveness. As arelatively traditional party building field, it isdifferent from not only those fields in villages,Partyand government organs and institutions based onadministrative resources, but also those new-emergingfields in urban communities and new economicorganizations.Especially under the background of socialproduction, the state-owned enterprises have graduallyestablished the modern enterprise system, whichobjectively requires state-owned enterprise adapt tothe new situation, to change the former politicallyruling logic, to change our party organizationsideological, political and organizational advantagesinto the core competitiveness of enterprises.This paper is made up of introduction, text andconclusion.The introduction includes the background andsignificance of the topic, the related present research,the research methods and try. The text consists of three chapters:Chapter1mainly analyses the system background ofparty building in state-owned enterprises. Under theinfluence of social production and national conditions,our SOE have established some special system whichincludes new and old power pattern, organizes SASAC’Ssupervision and the party politics of cadre.Chapter2tries to demonstrate the reasons for PartyBuilding problems in our SOE. Under the new situation,weget not only achievements,but also problems, such asincomplete functions,conflict between the “center”and “core” and so on. Reasons are like these:theoretical research is not perfect, system design isnot science, system is not perfect, authority relationwas not straightened, Party organizations do not meetthe standard, leading to the current state-ownedenterprise party builds the job to appear all sorts ofproblems.Chapter3mainly carries on the preliminaryexploration on the adaptation mechanism of the corporategovernance and the party building in SOE, which makesShenHua GROUP as the sample.Practice has proved that the political core effect ofthe party organization and corporate governancestructure are all indispensable. To make them mutually and coordinated operation, we should orientate the roleof Party organization scientifically; improve theleadership system of state-owned enterprises;straighten out the rights and responsibilities; toalleviate the conflict of function; to strengthen theparty’s self construction and complement with thecorresponding reform etc.In the conclusion, the paper points out that theruling party must change its thinking, determine itsorientation and innovate with the tide, therebyconstructing an interactive and cooperative relationbetween the party organization and corporategovernance.
