Research On The Transformation Of Rural Community Governance Structure From The Perspective Of New Urbanization

Historical development proved that, urbanization is the inevitable trend of social development, as well as an only way for a country to achieve modernization. Since the founding of New China in1949, our country attaches importance to the development of urbanization. And under the traditional pattern of urbanization, the modernization of our country has gotten relatively rapid development but there are still many problems. Therefore, China summed up the historical experience, proposed to take a new road of urbanization. New-type urbanization is a human-centered urbanization, it pays attention to protect ecological environment and conservate resource, it also emphasizes the integration of urban and rurals planning and industrial unity. Circulation system reform and land reform the household registration system in the context of the new urbanization of rural residents have a profound impact on the transformation of the public and other aspects of rural land resource intensive, and it just touched the economic basis of the existing governance structure of rural communities, and it changs environment of rural communities constantly. Thus, contributing to the transformation of the governance structure of rural communities.In China, the governance of rural communities not only directly affect the lives of the majority of rural residents and destiny, and relations with the goals and height of Chinese growth. Therefore, under the new urbanization background, rural community governance restructuring is necessary.From the perspective of the new-type urbanization and based on the connotation, character and essential of the new-type urbanization, this article researched the transformation of rural community governance structure, and analyzed the bottleneck and the several ways of that. After summarizing the rural community governance structure in history, analyzing the foundation, characteristic and essence of the rural community governance structure in the new-type urbanization advancement and combining the characteristic of concrete national conditions and the reality of the rural community. The efforts what do this are aimed to improve the governance structure of China’s rural communities, in order to promote social and economic development of our rural communities, to enhance the level of public services, and to promote progress of citizenship. The ultimate realization of the coordinated development of rural communities and urban communities in order to contribute to achieve the "China dream".This article has seven parts. The first part Sums up the background, significance and research situation at home and abroad and the research train of thought and so on about the urbanization and rural community governance. The second part defines the related concepts and combed the related theoretical basis. The third part reviews and evaluates every historical period of the rural community governance in our country as well as proposes connotations and characteristics of new-type urbanization. The forth part mainly states the basis, essence and characteristics which the background of the new-type urbanization and its transition structure. The fifth part analysis the restricting factors in the transformation of rural community governance structure. And discusses the constraints from seven aspects. The sixth part aims at the problems in fifth part putting forward the relevant countermeasures and the basic idea. The seventh part is the conclusion, which is the summary of this paper, and noted that the long-term and arduous of restructuring of the rural community governance.
