Research On The Supporting Policy Of Small And Medium - Sized Enterprises In Gansu Province

The small and medium-sized enterprises in our country become the backbone of national economy with the continuous improvement of the market economy. However, the small and medium-sized enterprises are undergoes in market competition, which are constrained by external factors such as living environment. Relevant policies from every department of the government are required to support their long-term development.In recent years, the small and medium enterprises in Gansu Province have rapidly entered into a golden period of development under the help government. They played an irreplaceable role in promoting economic growth. But, there are still some problems, such as too small scale, the low average developmental level, the financing difficulties, the low quality level, the less developed social service system and so on. This indicates that much more government support is demanded. Therefore, our research will be focused on how to establish the roles of small and medium-sized enterprises in national economy of Gansu province under the new economic situation, how to solve the current difficulties, how to improve policies, how to reduce the gap relative to the developed provinces, how to make it grow steadily and continuously.In this paper, the research direction is on the supporting policies of small and medium-sized enterprises in Gansu province. A theoretical basis on how to support small and medium-sized enterprises is established by analyzing theoretical literatures. The existing problems both in the development of small and medium-sized enterprises and in government policies are summarized. These summaries are based on analyzing current development state of small and medium-sized enterprises. A general advice on how to improve government policies is proposed by making a comparison on small and medium-sized enterprises between the Gansu province and the well-developed Zhejiang province. This advice includes:improving the policy system of laws and regulations, setting up a multi-level financing policy supporting system, improving the fiscal and taxation policy system, accelerating the development of small and medium-sized enterprise clusters, improving the socialized service policy system, and so on.
