Construction Of Energy Sustainable Development Guarantee System In Shandong Peninsula Blue Economic Zone

Energy is the important material foundation and the power source of economic development and the progress of human civilization. With the development of sustainable development theory, and the growing of economic problems,social problems and environmental problem during the process of energy exploration, production and consumption.The sustainable development research in the field of energy gradually becomes a hot issue in current researches.On January4,2011,"the Shandong peninsula blue economic zone development plan", which is a regional development strategy with the theme of Marine economy,was raised to the national development strategy. Energy sustainable development has a great impact on the implementation of blue economic zone strategy. On one hand, energy is a basic material condition, and energy sustainable development is the support and the basis of to realize the blue economic zone strategy. On the other hand,the Marine energy industry is a strategic emerging industry, and the development of offshore oil industry and new energy industry will directly affect the implementation of the blue economic zone strategy.DPSIR model model is based on the causality of environmental resource problems, and is widely used in the evaluation of sustainable development.In this paper, the DPSIR model is applied to the evaluation of energy sustainable development, establish the index system of the evaluation of the energy sustainable development of the blue economic zone.Then use AHP and entropy method to evaluate the index system. Get the result of the comprehensive index of energy sustainable development in2000-2012,and analyze the reasons. Can be seen from the result that the energy sustainable development level of the blue economic zone sharply deteriority in2000-2005, although slowly rising from in2005-2012, but the overall level is still low. Finally establish the security system of the energy sustainable development of peninsula blue economic zone on the basis of the evaluation results, which contains five aspects:the energy management system, energy policy, energy markets, energy technologies and energy delivery ability. And put forward the of the energy security strategy by the of comprehension the policy mechanism, market mechanism and social mechanism.
