| The trend of globalization which makes multinational corporations as pioneerhas accelerated the process for countries to implement innovative strategies. WithChina’s entry into the ranks of building an innovative country, city as the mostconcentrated area of innovative elements, its innovative ability naturally determinesthe innovation capacity at the national level. Therefore, innovative city construction isin full swing in Chinese territory. Based on Schumpeterian innovation theory andregional innovation system theory, and then, the article selects Nanjing andHangzhou as the spatial dimension of research in regional innovation capability, andemphatically calculates both of the regional innovation capability from2008to2012,and compares the size of capability at vertical level. Finally, the article finds out themain factors which affects the two cities’ innovation capability and generalizes thetwo cities’ innovative model on the basis.The main work and possible innovative achievements are as follows:Firstly,, in order to scientifically evaluate the innovation capability of Nanjingand Hangzhou, the article constructs a three-level (namely, the module layer, domainlayer and index layer) regional innovation capability evaluation index system, theindex system is constituted by twenty-nine component indicators which are led bythree domain layers index, named: innovation investment capability, innovationoutput capability and innovation support capability. Through conducting a briefcomparative analysis of these twenty-nine indicators’ specific values in the five yearsfrom2008to2012, the article gets a preliminary conclusion that in general, theinnovation environment in Hangzhou is superior to the innovation environment inNanjing.And then, with factor analysis method, the article calculates the specificinnovation capability values of Nanjing and Hangzhou from2008to2012, and makeshorizontal and vertical comparative analysis with these specific values, and then findsout “the core factor†which impacts the size of regional innovation capability of these two cities. Combining with the economic means of “the core factor†and the necessaryextract, the article summarizes these two cities’ innovative model. The innovativemodel of Nanjing is summarized as “core enterprise research and development andincome factor+open factor+education factor†model, the innovative model ofHangzhou is summarized as “environmental protection factor+open factor+intellectual property rights factor+education factor†model, and eventually concludesthat the innovative model in Hangzhou is superior to the innovative model in Nanjing.Finally, identified several reasons why Hangzhou innovation capability is betterthan Nanjing, then the article proposes some specific policy measures to improve theregional innovation capability of Nanjing. |
