In the process of regions’tourism industry, bottlenecks in the development of regional tourism industry include infrastructure, resource endowment, economic development level and other aspects of defect in society, nature and economy, however, the tourism development of single area has related to surrounding areas, so to effectively solve bottlenecks of the development is the regional tourism cooperation. With the change from" administrative area economy" to " economic area economy", governments, enterprises and other forces increase strength to drive the tourism regional cooperation, cooperation modes and contents present a plural characteristic. Urban cohesion emphasizes breaking administrative division in image positioning, product development, marketing and promotion, security system and other aspects, and is the potential important development strategy that adjacent areas realize" economic area economy" in current development environment. The high relevance of tourism determines urban cohesion of tourism industry to become a pilot of regions, and it play a positive demonstration for other industries.Nanjing, Zhenjiang and Yangzhou (abbreviate "Three regions") have special relationship. So it chose them as object to research urban cohesion in tourism. Three regions are adjacent to each other, culture and economy have close relationship, tourism resources coexist differences and complementary, residents have high identification, and three governments attach great importance to the tourism cooperation. Zhenjiang and Yangzhou have weaker tourism industry development level compared with Nanjing, to a great extent, they rely on Nanjing’s leading role. The urban cohesion of tourism industry will effectively stimulate the development of tourism industry, pull the other industrial cooperation and development with tourism as the forerunner.It comprehensives the research results of regional tourism cooperation and urban cohesion, draws lessons from regional economic growth pole, core-periphery, industrial competitive advantage and the theory of sustainable development, combines the development experience of the areas, uses the qualitative and quantitative analysis methods. The main conclusions are as follows:First, Three regions have two essential factors, support of governments and strong market demand.Second, Three regions have core mechanism elements such as support of governments, development opportunities, tourism demand and tourism production elements etc., they also have auxiliary mechanism elements:tourism structure and competitiveness, development strategies of enterprises, related industries of tourism and auxiliary industries.Third, it constructs the path of three regions’tourism urban cohesion. The model of Three regions’tourism urban cohesion is the growth pole of Nanjing. Tourism slogan is set as "the River Junction City, cultural tourism ’Ningzhenyang’".Tourism routes design directions include:history and culture, water culture, food, religion, war etc. Marketing should continue to implement the government agencies as the main mode, reflects the regional characteristics, has diversified strategy. It need establishing regional cooperation organization, interest distribution mechanism, complaint handling mechanism, docking public service system, strengthening personnel training and scientific research ability of tourism, promoting the three regions to build a perfect guarantee system.This paper expects to have some benefits for Three regions’ tourism development, to have effective contact with South and Central of Jiangsu in tourism. At the same time, it hopes to provide some experience for other similar regions.
