Since China’s reform and opening up, the third industry accounted for the proportion ofoutput value of the national economy in our country increase year by year. In stimulatingemployment, increase the capital accumulation, to promote active, urban and rural economy,optimize the industrial structure and improve people’s living standard and so on,the thirdindustry has played a more and more important role. Under the state council in1992, in"decision to speed up the development of the tertiary industry" puts forward the relatedSuggestions and measures to improve the development of the third industry. In China’s12thfive-year plan outline to promote further development of the third industry as the focus of theoptimization and upgrading of industrial structure.The first and second industry in Shandong province is developing rapidly, the position of thefront in the whole country. But the development of the tertiary industry is relatively lags behind,this to a certain extent, restricted the further development of the national economy of Shandongprovince. And compared with the third industry developed Guangdong province, the thirdindustry in Shandong province for the development of relatively backward, how to betterdevelop the third industry is the major problems facing the Shandong economic strong provinceconstruction.Related concepts and theories in this paper, on the third industry development, on the basis ofa comprehensive review is given on the domestic and foreign, especially the domestic relatedresearch results about the development of the third industry, using the statistical yearbook ofShandong province in2005-2012and other related statistical data, in17cities in Shandongprovince as the research object, from two aspects of industrial agglomeration and regionaldifference analysis of the regional structure of the third industry in Shandong province. Using thelocation quotient, spatial gini coefficient and the concentration index to measure the situation ofthe industry agglomeration in Shandong province, the third industry. Results show that theQingdao, jinan and Yantai industry has obvious advantages, the development of the tertiaryindustry of shandong peninsula area of the third industry agglomeration trend is obvious.Secondly using SPSS analysis software, using factor analysis and clustering analysis to theregional differences of the third industry development in shandong province are studied andanalyzed. Results show that the development of the tertiary industry in shandong province hasobvious regional differences, mainly presents the following features: overall level of the thirdindustry development from east to west presents obvious gradient decline phenomenon;Shandong peninsula generally high level of the third industry development around the city. Onthe basis of the form, development of the third industry in shandong province, according to theresults of17cities in shandong province can be divided into four types of development: maturestable, fast developmental potential, good quality and the developmental lag.Through qualitative and quantitative analysis, the article puts forward the Suggestions topromote the development of the third industry in shandong province to further measures:strengthen the core of Qingdao and jinan leading role; Deepen the system change, improve thedevelopment of the third industry environment; Optimized to promote the third industry internalstructure, promote the optimization and upgrading of industrial structure; Regional linkagemechanism innovation, and promote the economic backward area of the third industrydevelopment; Classified guidance, highlight the local characteristics.
