Study On The Development Model Of Low - Carbon Tourism In Liangshan Prefecture Of Sichuan Province Under The Background Of Low - Carbon Economy

With the increasingly prominent of the environment issue caused by greenhouse gas emissions, human production and living environment are faced with unprecedented challenges. And low-carbon economy characterized by low pollution, low emission, low energy consumption comes into being. As a balance between economic development and environmental protection, low-carbon economy is an important means to achieve a comprehensive, harmonious and sustainable development and construct ecological civilization. Report of the18th national congress of CPC notes that it is necessary to expedite vigorously promote green, low-carbon and recycle development and strongly support the development of low-carbon industries, so as to reduce carbon emissions and achieve win-win situation of the economic and ecologic benefits and safeguard global ecological security. The Third Plenary Session of the18th Central Committee of the CPC re-emphasizes the importance of low-carbon development as a way of changing the development mode, optimizing industry structure and promoting sustainable development of the economy and society. Using tourism as a carrier, low-carbon tourism which is based on low carbon economic theory is an enthusiastic response to low carbon development mode and a transition and upgrade of development patterns of traditional tourism.Liangshan Yi Autonomous Prefecture, Sichuan Province (hereinafter referred to as "Liangshan Prefecture") has a large amount of tourist resources with a distinctive character and profound culture such as natural tourism resource represented by Qionghai Wetland, folk culture tourism resource represented by Yi culture and red tourism resource represented by Red Army’s Long March site and Xicang satellite launch centre. Thanks to the restriction of transportation, location, economic development etc, the tourism resource has been exploited very late and lowly destroyed and lays the practical foundation for developing low-carbon tourism. Developing low-carbon tourism is not only an important breakthrough of transforming economic growth patterns and promoting ecological development of Liangshan, but it is also a vital strategic choice to practice the low-carbon concept and achieve sustainable development of tourism. On the basis of quantitative measuring and qualitative analysis of carbon emissions, this thesis discovers that energy conservation and emission reduction which could promote tourism transportation, tourism accommodation and tourism activity is a significant approach of developing low-carbon tourism in Liangshan and, further summarizes that traditional extensive sightseeing tourism development pattern and primitive extensive folk culture tourism development patter constrain the development of low-carbon tourism in Liangshan. The longevity of popularizing low-carbon tourism concept, the arduousness of promoting and innovating low carbon technology, the ambiguity in the role of government in developing low-carbon tourism and the gamble between low-carbon transformation of tourism and short term achievements are the crux of the matter. Based on the above analysis and the practice of Liangshan, the thesis establish the development patterns of low carbon leisure and sightseeing tourism, low carbon red culture tourism and low carbon folk custom tourism and points out the safeguard mechanism including institutional safeguards and industrial safeguards in the hope of achieving low-carbon transformation and development of tourism in Liangshan.
