Research On Present Situation And Countermeasures Of Investment Promotion In Dalian High - Tech Zone

For the last two decades, the remarkable achievements of investment promotion in Dalian High-tech Zone (DHTZ) are well-known to the world, but there are still many problems. The paper conducts researches on detailed work of investment promotion in DHTZ, analyzes problems, and seeks solutions in order to help improve the investment promotion capability of DHTZ local government. It is important to insure quality at the same time of valuing numbers of investment projects. The government actions in the process of administrative management and macroeconomic control related to DHTZ investment promotion shall be further regulated to the benefit of effective local investment promotion.This paper uses the method of linking theory with practice. Domestic investment research scholars mostly focused on the study of basic theory, and research on investment specific work, personalized study of a region are relatively less. The study of practitioners engaged in investment tends to put emphasis on practical investment analysis with fewer studies at theoretical level. Drawing on the existing research results, the paper connects to the regional characteristics of DHTZ and rises to the level of theory work. This article refers to the theory of public sector economics, public policy analysis theory, the theory of scientific development concept, to provide a theoretical basis and scientific guidance for future investment work. By comparing with the government investment promotion of Bangalore Software Park and Chengdu High-tech Zone and learning from their experiences, the paper combines with DHTZ’s regional characteristics, works out a set of industry development strategies and investment promotion policies according to local actual conditions, regulates government investment behaviors, and optimizes the investment soft environment, which aims at a better role played by local government of macro-control in the area of economic development by carrying out investment activities in multi-channels.
