The Status Quo Analysis And Strategy Study Of The Investment Promotion In Songshan Lake National High-tech Zone Of Dongguan

Since the Reform and Opening-up, China has gradually established its guiding principle as "making economic development as the central task" under the influence of current domestic and overseas situation. Under this guiding principle, governments at all levels in China have attached importance to economic development, and make it our priority. Governments at all levels exerted themselves to the utmost to develop economy, and the most important solution for it is investment promotion. Experience has proved that, as a means to promote local economy, investment promotion is reasonable and necessary. Because it can gather the capitals and technologies needed for developing market economy in a short period of time, and it has been proved to be of remarkable effects on promoting local economy.After the 18th CCP National Congress, the government has given back the power to the market at a gradual pace, and the setup of investment promotion has changed, the focus of investment promotion at this stage is to develop boom towns. As the new emphasis in the urban construction, high-tech zones have been developing for almost three decades in China, giving a strong boost to the development of high-tech industry in China. Though the functions of the zones are perfecting, there still exists a gap between China and developed countries. This calls for the improvement in the policy of investment promotion for the government, and government should develop high-tech industry, promoting the continuous development of high-tech industry to make China a technological power. This thesis analyzes the status quo of Songshan Lake National High-tech Zone in Dongguan and, based on the analysis, brings forward some views on this matter; thus this thesis is of practical significance and value.Based on case study, data collection and analysis, this thesis conducts a on-the-spot investigation on the development of the economy in Songshan Lake National High-tech Zone after its establishment and the acts of Dongguan government and high-tech zone government such as policies for investment promotion. With the investigation, this thesis analyzes the status quo of the economic development in Songshan Lake National High-tech Zone and sees through the appearance to perceive the essence, in the hope to find problems in the investment promotion of Songshan Lake National High-tech Zone and their causes. This thesis states that Songshan Lake National High-tech Zone has maintained a good momentum of development for more than ten years, but there are some problems in the investment promotion, such as the defective planning of investment promotion, the imcomplete supporting facilities needed for investment promotion, the imperfect mechanism of university-local cooperation, the insufficiency in administrative examination and approval, the poor ability to attract foreign businesses and investment, and the low-level management and service. These problems were mainly caused by factors such as the imperfection of government functions, lack of top-level design for the zone, insufficiency of supporting policies and follow-up works. There is a close relationship between the insufficiency of government functions, top-level design of investment promotion and performance evaluation mechanism. Thus relevant measures must be taken accordingly, such as the perfection of government functions, the improvement of top-level design, the transformation of administrative theory of the government, the establishment of a scientific performance evaluation mechanism and the promotion of development of social intermediary organization. These measures will provide supports ranging from ideology, system, motive power, management and service to social support for existing investment promotion, thus contributing to the future development of investment promotion in the high-tech zone.
