This article focuses on study of the relationship between agriculture crisis in1959-1961and the prevailing distribution system and distribution range. Although many scholars believe that the distribution system is an important cause of the agricultural crisis, they didn’t study the transmission mechanism of the distribution system that leaded to the agricultural crisis. As the agricultural crisis is in the early years of the people’s communes, my research paper will began in the comparing the changes of the distribution system from1940s to the people’s communes times. And then I’11find the difference of the distribution system and the distribution range between the two times of1949-1957and1958-1962.The next work is research the agriculture data of the agriculture crisis aimed to fine the relations of the agriculture crisis and the distribution system and distribution range. After the work above all, I will explain why the changes of distribution ways make an important cause of the crisis by an established theoretical model.Distribution range is exogenous variables of the distribution system.The numbers o f persons whom are involved in the distribution constitute the distribution scopes. An d the changes of distribution range lead to different distribution results. In this paper, t he assumption of rational people and game theory research methods are used. The ave rage allocation would weaken incentives for workers, but the effects in a small range are less than in a wide range.During the three years’agriculture crisis, the distribution range people’s communes was mass distribution range that include commune and large product team. After that t ime the distribution rang was adjusted to small product team. In the condition of avera ge distribution in people’s communes times, efficent people earned less than they should earned. So the distance of their earning and they should earned was small in the small distribution range. The different scope of distribution ranges lead to different distribution results. And the distribution results influence the labor’s enthusiasm which affects the outcome of the people’s communes.Sometimes the changes in distribution range would lead the distribution system fail ed. I summarized and extended this view which can better explain the other problems at the last of this paper.
