The People's Commune System Of Farmland Water Conservancy Construction History

China is a large agricultural nation, water conservancy is the lifeblood of agriculture,and the infrastructure of agriculture and rural economic development is irrigation,has irreplaceable important position and role in improving of agricultural productionconditions, ensuring agriculture and making rural sustainable economic growth,improving peasant’s living standard, and protecting the region ecologicalenvironment. Strengthening farmland irrigation infrastructure construction directlyrelates to the food production safety.With the focus on rural economic development and poverty issues, theresearches are increasing on rural infrastructure, especially on irrigation and waterconservancy. The construction of Water Conservancy in the1960s laid thefoundations of agricultural development in China, and it’s tremendous achievementshas close relationship with the people’s commune system. To a certain extent, thelarge-scale construction of water conservancy promotes the generation of thepeople’s commune system, and the people’s commune system promotes theconstruction of water conservancy, but there are still some defects and deficiencies.This article takes the Red Flag of the20th century60’s Henan Province Lin County(now Lin Zhou) as an example and conducts the research and the analysis using thesystem economic method in the perspective of institutional background, tosummarize the rule of the construction of Water Conservancy and providesignificance model for the present construction of water conservancy. This article isdivided into six parts:PartⅠis the introduction. This part mainly introduces the domestic and foreignstatus, the significance of research, the theory of institutional change, the concept ofthe construction of water conservancy, the content of the research, the aim of theresearch, the key problem, ideas, research methods, innovations, and historicalsources.PartⅡis the institutional background and the overview of the Red Flag Canal.The construction of water conservancy in Lin County comprehensively developedfrom the winter of1957to1959. Lin County Conscientiously implemented the waterpolicies of the CPC Central Committee and the Government of China, such ascomprehensive development and the three main. Lin County had made tremendousachievements in the construction of Water Conservancy. It accumulated experienceand personnel for the Red Flag Canal construction. In1959, Lin County built the people’s communes, which had a tremendous impact on the Red Flag Canal.PartⅢ analyzes the characteristics of the construction of the Red Flag Canalfrom four aspects, which promoted the construction of the Red Flag Canal smoothly.PartⅣ analyzes the effectiveness of the Red Flag Canal, from direct economicbenefits and derivative gains.Part Ⅴanalyzes the lack points of the construction of the Red Flag Canal fromthe external and internal, with the property rights theory.Part Ⅵ is the conclusion, which summaries the full text.
