Container wharf is one of the most important cache that link between land and river. As the development of globalization process and modern logistics industry, the transportation capacity of container wharf is in an increasing trend, and so as to which, the handling capacity and resource allocation of some wharves cannot satisfy. It requires the wharf manager to make a more forward design of the present resource and the handling capacity in order to improve the handling capacity and work efficiency, and downsize the costs.This paper researched the handling art and resource allocation theory by the means of the combination of qualitative and quantities based on the research direction of improve the handling capacity and optimize the resource allocation. A queuing system model of container wharf and some optimized suggestions were made in the paper. The main content of the paper are as below:Firstly, the handling art and resource allocation theory of the container wharf were researched by details in the paper. It contains researching the functions of the parts of the container wharf and the process of logistic work, and discussing the produce efficiency and allocation of the professional machine of the berth and pile place. Some relative optimized measures were put forward, which is in order to match the wharf work capacity and scale with the capacity.Secondly, a queuing system model was made and some relative queuing principals were raised in the paper based on the theory and means of queuing system.Finally, based on the model, the paper researched the present state of the logistic system and the work efficiency of the WuGang raw material wharf by the means of SPSS, which is in order to improve the work efficiency. The result was checked byχ2 means, which came out that it is accord with the second order Erlang distribution. Some optimized suggestions aiming at the unbalanced problems were also put forward, which is for the purpose of providing some theory references and means for the managers to make a further process of operating ability and work efficiency.
