| The Globalization trend has made closer trading cooperation among all nations.The tendency has stimulated changing of competitive landscape among large-scared project companies in China and abroad.H Company,as a multinational corporation on project management,has successfully taken big projects in China with her own advantages of project skills,since she entered into China.Although H company has much technological superiority on fields of mining and chemical smelting and her project construction features large scale,highly technology and strong systematization,H company still strives for more scientific method on project management to approach better project profits and lower cost at period of complicated project construction.In accordance with statistics of engineering cost in recent years,the purchasing value of material and equipment for one metallurgy project has surpassed 50% total project value in H Company.The projects have been influenced more obviously by lever effect of the purchasing cost at high proportion.The risk management level on procurement,during the implement of project management,has gradually become key factor of a project toward eventual success.Simultaneously,from the viewpoint of business strategy of company development,H Company has to rely on risk control on procurement more frequently if she still need to maintain competitive advantage over other well-known project companies in the market in which competition is daily increasing.H company’s management attaches more and more importance to procurement risk management and control on projects in recent years,but she hits obstacles due to lack of effective methods while implementing risk control measures.Through analysis of this article,it is understandable that the source of main procurement risk in H company’s projects is the supply risk from her suppliers.Inferior comprehensive qualities of the selected suppliers often result to a series of project troubles,like lead time delay,dissatisfied project quality and frequent project changes,etc.Hence,through study of theories and real project case which are supported by reasonable administrative tools,the article intends to build a procurement risk evaluation system which is applied to H company’s projects.The system,in supplierselection,not only provides scientific evaluation terms which promote sound development on supply chain for H company’s whole project construction,but also lay the foundation which take effect on risk prevention for the project risk reduction.This article introduces Balanced Score Card to qualitative approach at theoretical study so that main evaluation indicators are in the process of refinement,classification,and determination.The main evaluation indicators which built on the theory of BSC are able to weigh supplier’s quality overall way.It reflects supplier’s comprehensive quality in accordance with relation,influence and promotion of four dimension indicators,Fiance,Customer Perspective,Internal Process and Leaning&Growth.The system of supplier evaluation indicators under the guide of theory is applied for prospective evaluation for suppliers and a tool for H company to implement risk management and control.The article introduces Analytic Hierarchy Process(AHP)for further study to allocate decision-making elements in target hierarchy process,rule hierarchy and measure hierarchy.And then weight of each specific indicator is endowed and compared comprehensively.It results to optimize supplier selection and control risk.Finally,in reliance on fuzzy comprehensive evaluation,every weighted factor is endowed with scores.The optimal supplier,who is appropriate for H company,can be effectively selected through quantitative calculation.The process above of induces and analysis is a practical decision-making method which combined with qualitative and quantitative analysis.It not only provides new scientific method of procurement risk control,but also offers appropriate criteria to evaluate supplier quality in China. |
