On The Government Procurement Of Goods For Construction Projects

The author starts analysis from government procurement of project cargo in construction projects, and combines the history of development at home and abroad at government procurement of project cargo, especially the development and status of the procurement of project cargo in construction projects in Hangzhou city. And analyzes the six main problems thoroughly existed in bidding for procurement of project cargo in construction projects, such as non-standard bidding behavior, tendering agency illegal, serious bid-rigging, difficult situation of collection agencies, and so on. Besides, finds the five master reasons like the conflict between "Government Procurement Law" and "Engineering Cargo Bidding Law", unclear responsibilities among various departments, regulatory not in place, difficult investigation of bidding illegal activities, etc. To solve the above questions and bottlenecks, the author made reference to large number of government procurement system abroad on projects cargo, and the related government procurement system from Taiwan and two typical cities America, Japan, reviewed lots of articles from domestic experts and scholars and collated his own experiences in working units. According to the above materials, the author proposes suggestions about resolving the tough issues like establishing and improving laws and regulations, improving the regulatory system (five measures) and Increasing regulation of industry practitioners and penalties (four measures).Due to the author’s limited professional knowledge, skills and practical experiences, there are still lots of inadequacies. Just probing the current government tender procurement of project cargo using this paper, hopes to get help from peers, experts and scholars to solve the uncertainties encountered in work.
