With the deepening of the research of the safety culture theory and the construction of the safety culture at home and abroad, Chinese petroleum enterprises realize that if they would like to radically reduce or eliminate safety incidents, it would be not enough to depend on the compulsory safety management, they should build good enterprise safety culture, then, depending on the function of the culture in fundamentally to affect employees safety concept、constraint or eliminate the unsafe behaviors. Today, the research about petroleum safety culture is almost based on the static perspective, contains the content、structure、 function of the safety culture and so on. However, the petroleum enterprise safety culture is always influenced by the various factors from the internal and external enterprise’s environment, so, it is changing all the time. Based on this thinking, this paper studies the development of Chinese petroleum enterprise safety culture in the view of dynamic evolution.In this paper, concepts about the petroleum enterprise safety culture are carried on the thorough analysis and provide the systematical and theoretical framework for the paper. On this basis, combined with the background of the development of petroleum industry in China, this paper analyzes the development of petroleum enterprise safety culture, and then in the perspective of petroleum enterprise’s employee’s safety awareness and safety behavior, summarizes the development stage model of the petroleum enterprise safety culture. This model contains the instinctive reaction safety culture、passive safety culture、independent management safety culture、mutual aid team safety culture. These four forms of the safety culture are the typical in the evolution stage of the petroleum enterprise, and then this paper summarizes the characteristics of oil enterprise’s leaders、managers、general staff safety performance from each four stage in common sense. Based on this, using the dissipative structure theory、synergetic and hyper-cycle theory to analyze the evolution general rule of the four forms. It is concluded that the self-organization evolution process from one safety culture form to another safety culture form is occurred by the collaboration of the coordination mechanism and super cycle integrated mechanism. In the last of this paper, based on the development stage model of the petroleum enterprise safety culture, I propose some suggestions on the measures of constructing petroleum enterprise safety culture, aiming to improving the stage of the petroleum enterprise safety culture.
