Officially established in1993, A has been providing emergency communication supports for many kinds of emergency situations, such as national events and major sports games. They work as a short term replacement or backup of the existing network and also provide data transfer services to various customers as well. It has made huge contributions to China Telecom in regarding to market values and social influences. Through well planned equipment investments and continuous know-how building in these years, Shanghai emergency communication office has improved the capability to support various government departments and other enterprises with reliable communication services. Nowadays, the emergency communication requires high quality, with zero tolerance to any mistakes. The projects with such high costs, if failed to complete timely, will cause tremendous damage and loss. To achieve expected goals, now the advanced project management pattern has been introduced to the company to improve the control and optimization of current resources.In this paper, various projects have been analyzed in combination with case studies. By reviewing the improvement opportunities of previous projects, the project management skills are developed in emergency communication projects. The related facts and potential risks in emergency communication projects are identified by studying in organization structures, cost and risk controls, and cause-results analysis. Perform controls in quality, cost and schedule, by developing cost standards, monitoring cost components, analyzing variances and trends. Develop risk management skills, covering project planning, decision making, execution, operation and maintenance, to fully analyze the possibility and potential impacts of the risks, and prepare with related action plans to ensure the project accomplish smoothly. Major works and conclusions in this paper are as follows:1. Utilization of project management tools. Choose proper project organization structure to form a reasonable and efficient project team. Use decision tree and brainstorming to clarify project purpose and scopes.2. Project cost estimation from bottom to top. Divide the whole project into single working packages that are able to deliver visible results. Conduct cost forecast for each package and then review and summarize from bottom to top to work out the whole project cost estimation. Other than utilizing the original analogous estimating method, the new estimating method is much more accurate and feasible.3. Develop risk management skills and methods, in regarding to various risk tolerance levels. Conduct full analyzes of the probability of risk occurrence and its impacts, to work out relevant action plans to ensure the project accomplish smoothly.
