Construction industry is one of main engine of national economic growth for a developing country. Therefore China will continue to promote more investment in infrastructure and urban construction for an extended period. As we have kept double-digit economic growth and infrastructural construction for long since the implementation of reform and opening up policy, economic volume and urban infrastructure has formed a large scale; future economic growth will gradually orient towards low energy consumption and high added value. For that there is a lot to be invested in urban infrastructure along with economic growth, but construction peak time has passed after all, there must be a step-by-step scientific approach. In view of the above, how to choose a sustainable developmental way for enterprise is the primary task at present for construction enterprise in China.In this paper, basic theory of strategic management is used to carry out more complete and thorough study on development strategy and actualizing measure of TBM Construction Branch. The essay starts with problems occurred in the development of TBM Construction Branch, firstly applying PEST analysis to analyze corporate internal condition and enterprise services that affected by external conditions such as macro economy and technological environment. Then the five-force model by Michael Porter is used to analyze competitive structure of industry, together with enterprise internal strength, weakness, external opportunity and threat that enterprise face, based on which enterprise overall strategy is studied. A series of key matchable actualizing measures are given according to confirmed enterprise development strategy, thus taking a good use of enterprise’s resources, making organization plan more reasonable, giving full play to enterprise advantages, making best use of the advantages and bypassing the disadvantages, ensuring successful implementation of enterprise development strategy. All these provide some valuable references for enterprise management level to make strategic decision and draw up key development measures in each administrative management duty.
