With the rising fame of Chinese High-Speed-Railways (HSR) in the internationalstage, China conducts HSR diplomacy vigorously now. There has been astrong desirefor Chinese HSR to show its strength abroad, and for India, it has an urgent need tointroduce HSR technology to upgrade its backward rail system. As two majoremerging economic entities in the world, China and India have put the railwaycooperation on the agenda.The paper first examines the economics attributes of railways, and compared brieflythe history and developing status of China and India rail systems. The paper focuseson the basics statistics, regarding passenger and goods transportation, income, assetsand liability, investment and efficiency of operations from2010to2014, to study thegap between India and China rail systems. Combining the medium and long-termdevelopment plan of the two countries, the paper studies the advantages anddisadvantages for the rail cooperation plan. After thorough analysis, it concludes thatthere are great complementarities between China and India railways. China boastssignificant investment and financing ability, as well as advanced technologies, Indiahas abundant experience on rail management, and culture conservation anddevelopment. The rail cooperation can further enable the economic cooperation, andpolitical mutual trust between China and India. In case China fails to bid the“Delhi-Chennai” HSR, the feasibility study can still helps the two to gatherexperience and learn from each other to lay foundation for future cooperation.
