There are narrow and broad rural developments. Rural development in its narrow sense only means regardless of agricultural development and farmers’ problems; but broad rural development includes narrow rural development, agricultural development and farmers’ problems. This paper studies on broad rural development.Under the background of economic globalization, undeveloped countries are the main factor what restricts the development of the global economy as a whole, while the rural area is the main factor what restricts the development of undeveloped countries. Although China’s economy grows rapidly after the reform and opening-up policy, China still fails to solve the problem of unbalanced development of urban and rural areas. Urban and rural gap is still the basic problem of our country. Therefore, studying the problem of rural development in China has great significance.China’s western region falls badly behind the central and eastern regions, so the research object is the western region. Under the literature and theoretical basis, this paper builds an index system to measure the level of rural development from three aspects: agriculture, farmers and rural area. This paper regards western development as the starting point, uses the statistical data from 2001 to 2012, measures the west from the aspects of overall and regional, then finally gives an evaluation. The main conclusions are as follows.From the aspect of overall west, the level of rural development from 2001 to 2012 was constantly improving, which indicated that the western rural development overall situation was good. And the changes of the growth rate were mainly affected by the international economic situation and the government policy in China. On the other hand, based on the influence factors analysis of rural development in western China, this paper holds that we should improve the farmers’ income and agricultural productivity in order to improve the level of western rural development.From the aspect of the rural development changes of the western regions themselves, on the whole each regions presented as the same as the overall west. From the comparison among the western regions, the north of the west developed better than the south of the west and the gap among the western regions from 2001 to 2012 had not been narrowed effectively.Based on this, the paper puts forward the following suggestions:the regions should improve the farmers’ income, improve agricultural productivity, strengthen the leading role of the small towns in rural areas in western region, highlight the local characteristics, realize the differentiation development and narrow the gap among the western regions.
