A Comparative Study On The Portability Of Migrant Workers' Medical Insurance

Migrant workers is a special group of Chinese society emerged as a result of the rapid economic development. They come from rural areas, serving the city and have contributed hugely to China’s economic and social development.For a long time, due to inadequacy of the social security system, migrant workers often receive insufficient support from local authorities and do not have access to basic social protection. As a result, they are faced with enormous risks.This paper is to examine theportability of migrant workers state health insurance to address the issues noted above. In a system with less portability, the medical insurance of migrant workers might be completely ignored.Therefore, to ensure migrant workers have access to the same health benefits as urban residents is an issue requiring immediate attention and solution.This paper will study the historicalprogression of rural migrant workers’ medical insurance system, combined with the current situation to discuss the portability of state medical benefits for migrant workers. The main part of this article will consider the insured mode, types of transfers, three dimensions of the institutional framework of different influence factors by means of comparative research on the condition of migrant workers medical insurance portability. It will use both the subjective and objective evaluation standardsto find out the current problems existing in the transferring of medical insurance as well as the factors hindering the research on portability. Finally, it will put forward the improvement measures and optimisation of targeted solutions.
